Support Scheme to Local Councils for the Setup of Recreational Open Spaces, Sensory Play Areas, And Green Pockets Including Dog Parks and Cat Cafés 2026

Overview

The Ministry for Agriculture, Fisheries and Animal Rights, in collaboration with the Ministry for the Environment, Energy and Public Cleanliness and Project Green, is offering funding to Local Councils in Malta and Gozo to establish recreational open spaces, sensory play areas, and green pockets including dog parks and cat cafés.

Key Objectives

  • Enhance animal wellbeing and promote animal welfare awareness
  • Create safe, accessible spaces where dogs can exercise and socialise off-leash
  • Reduce conflicts in shared public spaces
  • Foster community interaction among pet owners
  • Promote environmental sustainability through proper maintenance

Funding Details

  • Maximum grant: €50,000 per project (inclusive of VAT)
  • Total scheme allocation: €750,000
  • One project per Local Council

Eligibility Criteria

  • Applicants must be Local Councils established under the Local Councils Act
  • Sites must be within Urban Development Zones
  • Minimum plot size: 1,500 square metres
  • Land use: 80% landscaping/green space, 20% for dog park or cat café
  • No uprooting or transplanting of existing trees permitted
  • Proof of land ownership required
  • Sites must be accessible (public transport, parking) and safe

  • Infrastructure and amenities (20%)
  • Safety and environmental impact (20%)
