The Secretariat

The Parliamentary Secretariat within the Ministry for Energy, the Environment and the Regeneration of the Grand Harbour responsible for Animal Welfare is dedicated to strengthening animal welfare standards in Malta by promoting responsible ownership, protecting animal wellbeing, and fostering a culture of care and respect towards all animals.

Working closely with government entities, local councils, NGOs, veterinary professionals and volunteers, the Parliamentary Secretariat develops policies and initiatives that improve animal welfare services, support education and awareness, and encourage active community participation in safeguarding animals.

The Parliamentary Secretariat’s responsibilities include the development of animal welfare legislation and policy, responsible pet ownership, the management and welfare of stray animals, support for animal sanctuaries and voluntary organisations, educational campaigns, animal welfare enforcement, and collaboration with national and international stakeholders to uphold high welfare standards.

Its ongoing priorities include strengthening animal welfare services and infrastructure, promoting adoption and responsible ownership, enhancing public awareness, improving collaboration with voluntary organisations, and ensuring that Malta continues to advance its commitment to the protection and welfare of animals through sustainable, evidence-based policies and initiatives.
